Not sure this is the best place. How does the sustainable DC see if other programs have been to ANC meetings? I think maybe a clear separate report/email that encompasses all programs would be a more DOEE unified would be less confusing for public and rest of DOEE

This performance measure is open to abuse. It allows staff to treat it as a check box. What does it matter how many ANC meetings in Ward 3 staff have attended when communities in Ward 5 are being poisoned and can't even get the attention of DOEE staff to obtain information and influence decisions. As a Ward 4 ANC commissioner, I am less interested in a DOEE community engagement employee with a script about issues they have no actual knowledge of attending our meetings where there is not an opportunity for nuanced discussion and more interested in having access to the actual decision makers in DOEE and learning how they will mitigate or stop the harm the Fort Totten Transfer Station does to my community.

As an ANC Commissioner myself, I believe this desired outcome and its indicators completely miss the mark. This outcome seems more geared to assuage public perception and be able to claim to have informed ANCs rather than meaningfully engage them in the work of DOEE. The desired outcome should to be meaningfully notify directly specific ANCs about matters under consideration by DOEE that may affect their specific constituency and then to ensure that their input is given the great weight it is legally mandated to have in DOEE's decision making. The indicators of the desired outcome should similarly show that ANC input has meaningfully influenced DOEE actions and the ANCs are satisfied that their input has been impactful.

While government talks about energy efficiency, our actions speak otherwise. We’ve placed highways, train tracks, trash dumps, criminals and industrial plants exactly where we want them to be. In poorer neighborhoods. Therefore creating inequities. We need to equalize the implementation of all infrastructure in dc wards. Ward 8 and ward 3 must mirror each other in these qualities. What the people do with them is up to fate. Just look around and the people’s priorities are obvious. Should I worry about swimming in the Anacostia river or the dead bodies in it? Should I worry about a beaver, invasive plant and egret in the river or the gunfire, pantless prostitutes, lost children, and open trash dumps? These priorities seem silly to compare when traveling north up Minnesota ave to the wetlands. But, that egret is living better than the naked woman I saw sleeping on the sidewalk. We say we want energy efficiency. But, our actions speak otherwise. It’s like integration 60 years ago. Most of us wanted it. But, look at dc schools — still mostly segregated. Look at the bike lanes — still demolished. Look at the cars — parked everywhere. Look at the trash — where ever it falls. Look at the commuters — avoiding public transportation. Look at wmatas new bus routes — reducing routes in poor neighborhoods. Talk the talk, walk the walk.

This feels like a tactic to further encourage a sense of belonging at DOEE. Consider other ways in which Teams and Team leads/supervisors can build on belonging in their siloed work spaces.

Findings from surveys can be shared out in the Sustainable DC newsletter, but a more permanent home on the DOEE website (as suggested in the action text) would be better for transparency and accountability. So I suggest the DOEE website is the accountability structure and the newsletter is a secondary outreach channel.

The Sustainable DC newsletter is not an appropriate avenue for tracking or reporting on this measure. One of DOEE's KPIs is Number of school visits, community meetings, and events where environmental and sustainability programs, activities, and initiatives are promoted so that's where this info would be reported on.

This seems pretty passive and seems to place the burden on staff to set aside time in addition to their position-specific responsibilities to complete these trainings. DOEE might encourage staff to utilize its education reimbursement program to seek out other accredited continuing education programs and managers could proactively award staff the time to devote to their learning.

Voluntary activities like the speaker series are a nice complement to the mandatory equity trainings. Consider expanding these events to include more interactive options like book clubs and focus/discussion groups as well as tangible opportunities to speak candidly with senior-level leadership about equity concerns within the workplace. Louisville Metropolitan Sewer District and Prince William County Service Authority are good examples of organizations with these kind of culture-building offerings.

Thanks, Carl. Good point, it should about quality not quantity. The idea was to have equity and EJ goals 'measured' in some manner and KPIs are a way public orgs do that. Do you have advise on how to move toward that in other ways?

A 'measure' typically isn't a binary question. Completing a KPI review doesn't seem like a measure of performance or progress, but more of an action or a milestone toward an action. The 'number of KPIs addressing equity' doesn't have a clear goal or direction to it. At the end of the 3 year period, does DOEE want a specific number of KPIs addressing equity? At what level of detail (agency-wide indicators, indicators for each major activity or program, etc.)?
